Title: WASH Finance Director

Job Description:
Chemonics seeks a WASH Finance Director for the anticipated USAID water, sanitation and hygiene (WASH) activity in Tanzania. The Activity’s overall objective is to expand the provision and governance of WASH services and the management of water resources through partnership with the government and private sector. The WASH Finance Director will be responsible for overseeing technical activities improving the financial management capacity, profitability and access to financing for public and private sector stakeholders in water resource management and service provision. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities Include:
    Under the chief of party, provides oversight and coordination of technical activities building financial management capacity of public and private sector stakeholders in the water resource management and service provision sectors
    Guides program staff in activities supporting the financial viability of small town utilities to facilitate access to National Water Fund resources
    Creates linkages between microfinance institutions and local enterprises which provide household sanitation products, fecal sludge management services or water scheme maintenance services
    Supports Basin Water Boards’ revenue generation and profitability strategies to increase water stewardship and protection activity implementation

Qualifications and Experience:
    Master’s degree in finance, business/marketing, public policy, public administration, economics, water and natural resource management, or an equivalent combination of education and work experience in a related field;
    A minimum of 7 years’ of experience in the design, implementation, and management of donor-funded (USAID preferred) WASH programs, infrastructure and investment prioritization, project finance, or utility reform programs, or in other related fields in an international context;
    Experience engaging local government regulatory authorities and forming private-public partnerships in the region preferred;
    Experience with Gender Equality and Social Inclusion (GESI) and youth integration in project implementation preferred;
    Proven record of fostering collaboration and innovation to achieve program goals, meet program milestones, and produce quality program results;
    Demonstrated leadership, versatility, and integrity;
    Fluency in English with excellent oral and written communication skills required; proficiency in Swahili preferred; and
    Experience working in Sub-Saharan Africa strongly preferred.

The MEL Specialist will be responsible for supervising and guiding project data collection, ensuring data quality and reporting compliance, and providing evidence-based information to incorporate in external project communications. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
    Under the chief of party, guides the development and/or review of project MEL plan and associated workplans, as reflected in the results framework;
    Supports the chief of party with leading, in conjunction with key stakeholders, project-wide work-planning, progress monitoring, and planning adaptation to ensure cohesion and synergies of the technical activities;
    Ensures quality of collected data, and protect the integrity of project data and information, and ensure that implementation of field activities adheres to the project’s monitoring, evaluation and learning system;
    Supervises and guides the project’s data collection, and ensure quality of the data by random verifications and validations;
    Provides evidence-based data and information to the technical team for the development of progress reports, technical papers, success stories, case studies, etc. and makes recommendations for improvement to meet project goals;
     Spearheads, guides or supervises all project database, survey and assessment methodology documents (sampling frame, guides, instructions, surveys and analysis) for quality assurance, and adherence to USAID data quality standards and industry best practices

Qualifications and Experience:
    Advanced degree (Master’s level or equivalent) in area of monitoring, evaluation, and learning or another relevant subject matter required;
    5years of specific experience with managing and executing monitoring and evaluation of donor-funded projects
    Experience working in donor funded projects of similar scope and budget;
    Familiarity with USAID tools and methodologies to improve WASH outcomes;
    Experience with Gender Equality and Social Inclusion (GESI) and youth integration in project implementation preferred;
     Demonstrated leadership, versatility, and integrity.
    Fluency in English with excellent oral and written communication skills required; proficiency in Swahili preferred; and
     Experience working in Sub-Saharan Africa strongly preferred.

Responsibilities Include:
    Under the chief of party, provides leadership, oversight, and coordination of technical activities strengthening regulatory authorities and associations’ capacity for water resource stewardship and watershed protection
    Manages program efforts to increase BWB and WUA awareness of population-based and environmental threats to water resources and the impacts of water resource degradation in Tanzania
    Liaise with the Ministry of Water, BWBs and WUAs to design and implement environmental risk mitigation plans to prevent or reverse catchment degradation and preserve groundwater resources
    Guide program staff in activities building the financial security, operational efficiency, and institutional capacity of BWBs and WUAs

Qualifications and Experience:
    Master’s degree or higher in water and natural resource management, environmental science, water and sanitation engineering, public administration, or an equivalent combination of education and work experience in a related field;A minimum of 7 years’ of experience in the design, implementation, and management of donor-funded (USAID preferred) WASH programs, coordination with local natural resource authorities and government associations, watershed and water resource protection, or in other related fields in an international context;
    Experience in capacity building and supporting financial autonomy of regulatory and parastatal organizations;
    Experience with Gender Equality and Social Inclusion (GESI) and youth integration in project implementation preferred;
    Knowledge of the legal frameworks governing watershed and water resource management in Tanzania preferred;
    Proven record of fostering collaboration and innovation to achieve program goals, meet program milestones, and produce quality program results;
    Demonstrated leadership, versatility, and integrity;
